HCA is undertaking the final phase of a Board-approved capital project to reconstruct roads at Fifty Point Conservation Area. This phase will focus on the west road adjacent to the marina and will involve approximately 4,350 m² of asphalt resurfacing and line painting.
Road preparation work, including excavation and compaction, will be completed by HCA crews beginning in November 2026, followed by paving and line painting to be completed by a contractor in spring 2027.
Previous road rehabilitation work along West Road was completed in 2025. This final phase continues the road improvements outlined in the area’s Master Plan, finalized in 2020.
Why this work is important
- This is a main road travelled through the conservation area for marina users and regularly carries heavy truck and trailer loads.
- Rebuilding the road to an appropriate municipal standard provides a stable foundation that helps prevent future cracking, stress or early deterioration of the asphalt.
- Proper compaction now will extend the life of the road surface and reduce the need for future repairs. The expected lifespan of the completed work will be over 20 years.
How the work is being completed
- Surface removal: HCA crews will use excavators and dump trucks to remove the existing road surface (asphalt and tar-and-chip).
- Base preparation: HCA crews will compact the road base with new granular material using a vibrating smooth drum roller. Bulldozers and grading equipment will level the material to ensure the proper grade. This step is critical to the long-term durability of the road.
- Paving: Once the road preparation and base work are complete, asphalt paving and line painting will be completed by a contractor in spring 2027.

Visitors should expect temporary road closures, large construction equipment, noise, vibration and dust in the area while work is occurring.
About construction equipment and vibration
- The equipment used for this work is standard across all municipal road reconstruction projects.
- Some noise and vibration may be noticed during compaction, which is normal and temporary.
- All work occurs within the City’s Noise Control By-law during the permitted hours of 7 AM to 10 PM.
- HCA carried out road rehabilitation work along West Road in 2025 using the same techniques and processes. This final phase will replace the existing tar-and-chip surface on the remaining section of West Road with asphalt, which will significantly extend the lifespan of the roadway. Once this phase of work is complete, the West Road Rehabilitation project will be completed.
- While some vibration is a regular part of the compaction process, all work is being carried out in accordance with City by-laws and industry best practices.
