Construction Foreman


This Construction Foreman supervises a crew as set out to them by the Construction Superintendent to complete tasks for the Capital Projects and Strategic Services division. This involves directing construction staff as assigned to them to complete required tasks, job layout and preparation, and ensuring that work is carried out in a timely manner and a safe working environment. The position will operate heavy equipment as necessary and will also involve administrative aspects relating to the coordination of materials purchased. This position reports to the Construction Superintendent.

The Foreman is a member of the HCA’s Management Team. It is expected that this position provides leadership, guidance, mentoring to all direct reports, while emphasizing strong positive work ethics and values. In addition to this position’s daily duties it is expected that it will fill in for the Construction Superintendent, as necessary during periods of their absence.

Responsibilities

  • Provide daily and on-site direction to Capital Construction Crew members on multiple jobs with the use of work orders and pre-job sheets.
  • Site preparation and layout
  • Ensure building codes and safety standards are being followed as set out.
  • Note any design conflicts, and bring them to the attention of the Construction Superintendent and/or the Senior Manager.
  • Work alongside assigned crew members to accomplish tasks at hand.
  • Operate Heavy Equipment such as bull dozers, excavators, backhoes
  • Operate Lighter equipment such as mini excavators, skid steers etc.
  • Use knowledge of equipment to efficiently complete projects.
  • Undertake projects as directed, such as drainage issues, road repairs, parking lot alteration, etc.
  • Communicate with contractors as well as Conservation Area Services staff when required on various projects at the site level.
  • Help to maintain a pre-set work schedule.
  • Assist in coordinating the purchasing of materials, quantities, for assigned projects.
  • Attend monthly internal department safety meetings and weekly meetings with the construction department leads and Senior Manager
  • Review and verification of timesheets of direct reports before being submitted for final approval by Construction Superintendent
  • Motivate staff and assist in the evaluation of their performance.
  • Participation in the hiring process of CaPSS construction staff.
  • Coaches direct reports to help them achieve their annual goals and objectives.
  • Participation in the training & orientation of new staff members as required.
  • Other related duties as assigned.

Qualifications

  • Minimum education of Ontario Secondary School Diploma, a post-secondary diploma in Construction Management or similar field is an asset
  • 5 years of related experience in a landscape/ construction environment.
  • 3 years of experience operating heavy equipment & machinery.
    Minimum 3 years experience driving DZ Class Trucks (or higher).
  • Must have Class DZ Drivers Licence.
  • Thorough knowledge of common construction practices, techniques and equipment including experience at the worksite level
  • Well-developed communication skills with the capacity to work effectively in a project team environment with demonstrated supervisory skills
  • Ability to organize accordingly with minimal direction and be flexible in changing work due to unanticipated issues and changing priorities
  • Knowledge of environmental, safety and labour legislation and ability to influence work planning and execution by construction staff relating to safe work practices and procedures
  • Excellent understanding of Heavy equipment and Truck capabilities to ensure proper equipment matches the job at hand
  • Knowledge of the Highway Traffic Act with regard to safe operation of commercial motor vehicles
  • Thorough understanding of cargo securement guidelines as set out by the Ministry of Transportation.
  • Working knowledge of septic systems including their construction and maintenance requirements.
  • Ability to use survey equipment to ensure proper grading
  • Ability to read and layout construction and landscape drawings to site specifications
  • Good computer skills required in Microsoft Office including Excel, Word and Outlook
  • Other certifications such as:
    • Confided Space Training
    • Working at Height certification
    • Book 7 Traffic Control Certification
    • Aerial/Boom Lift Certification
    • Chainsaw Certification
    • First Aid Certification

Working Conditions

Position is located at the Millgrove Works Yard of the Hamilton Conservation Authority, located at 594 5th Concession West, Millgrove, Ont. Hours of work generally fall between 7am – 4:30 pm, with a half-hour unpaid lunch based on a 40-hour work week, Monday through Friday. Work outside of these hours may be required on occasion.

Salary

The position offers a salary range of $74,367 to $86,211 commensurate with experience and education. Progression will be based on merit and is reviewed annually. Additionally, yearly cost-of-living adjustments (COLA) may be considered.

Benefits

This position is eligible for benefits as outlined in HCA’s Employee Handbook as it pertains to a full-time position. Most benefits become effective after the 3-month probation period (health, dental, disability insurances and life insurance); however, the defined contribution pension plan requires one year of service.
